Pleasant View Community Park Development Project

The purpose of this project is to transform underutilized State-owned land into a vibrant community. The State-owned, undeveloped land is approximately 9.3 acres, located off of Research Rd just south of the National Renewable Energy Lab in the area known as Camp George West, close to South Golden Road in Jefferson County, Colorado. It is in both an Opportunity Zone and an Economic Development Zone.

The Project aims to leverage public land to deliver a diverse mix of housing, including attainable housing for moderate income households earning between 80%-120% of the area median income (AMI), alongside market-rate housing and, where feasible, commercial uses. The ideal is to create a sustainable, inclusive, mixed-use community that meets critical housing needs while fostering economic vitality. In addition, the Department seeks to generate moderate, long-term revenues from the Project that may be invested by the P3 Collaboration Unit in similar projects throughout the State. Ultimately, the Project aspires to be a cornerstone example of a successful State P3 development, showcasing the potential for public land to be utilized efficiently and innovatively to address housing challenges and drive local economic development.

Positioned just west of Denver, Jefferson County offers convenient access to Denver. The area is well-served by major highways, including U.S. Route 6 and Interstate 70 as well as prominent roads like Colfax Avenue, a 50-mile corridor that connects the County to Denver. Further, Jefferson County's economy is diverse, with significant contributions from retail, healthcare, education, and government services.

Dates & Deadlines

The state has selected two developers to advance to the interview phase of the process. Both firms bring extensive experience in housing development and construction across Colorado. As part of the interview process, we will assess each developer's ability to collaborate with and adapt to the needs and priorities of the local community. Moving forward, we will keep you informed of our progress. As negotiations continue, a key priority for us will be ensuring robust community engagement with local governments, stakeholders and the public.
