For over 20 years, Tobin has worked in public sector budget, operations, and performance management. His career focus is connecting staff to strategic outcomes through eliminating silos, improving processes, increasing workplace resources, and celebrating successes.
Tobin comes to DPA from Department of Natural Resources (DNR) where he served as the Department's Chief Operating and Performance Officer. Before joining the DNR Executive Director's Office, Tobin worked at the Colorado State Land Board, the Colorado Governor's Office of State Planning and Budgeting (OSPB), and the City of Aurora.
Tobin grew up in Colorado and lives in Littleton with his wife Karin and their dogs. He enjoys mountain biking, skiing, movies, international travel, and live music.
Heather Velasquez has most recently worked in the office of Governor Polis as the Director of Recovery & Strategic Initiatives and the Deputy Director of Operations. Prior to this, Heather worked in various roles at the Colorado Department of Human Services from 2017-2019.
Before beginning work within state government, Heather worked in elementary education and as a financial accountant in the private sector. Heather is an alumna of the University of Colorado Boulder, Leeds School of Business where she majored in both finance and marketing.
In her free time, she enjoys time with friends and family and being outside mountain biking, hiking, rock climbing, and camping. She is an animal lover and a proud auntie to many nieces and nephews, and one grand niece.
