Golden Range at Lookout Mountain
Current Solicitation
The Golden Range at Lookout Mountain parcel was identified as a potential site for affordable housing. It was identified during a review of unused (undeveloped and underutilized) State-owned land.
- The 41.054-acre parcel is located west of the intersection of Johnson Road and S. Golden Road in Golden, Colorado.
- In Fall 2024, Kimley-Horn, a contracted consultant, completed a master planning and cost estimate project for developing affordable housing.
- The State of Colorado Department of Human Services owns the parcel.
Request for Qualification
The purpose of this request is to identify and select a developer for the project. The project's goal is to transform the parcel into a vibrant, sustainable, and inclusive mixed-use community. Project goals include creating:
- Affordable housing. This is the project's top priority. Affordable housing is defined by low-income housing tax credit rules and guidance set forth by the Internal Revenue Service.
- Attainable housing. Attainable housing targets households with incomes between 80% to 120% of the area median income ("AMI").
- Potential opportunity for commercial uses.
- Opportunities to generate moderate, long-term revenue for future P3 investments.
